There’s a difference, and it’s a big one. CTs will doing anything, any time, to any one, any age, excluding only the paymasters (not excluding their own families). They’ll do it on a whim or as ordered and directed by the paymasters. They’re only a small percentage, but the figure is over 1%, so in a national sized force, it’s a lot of men.
The difference is spelled out in a study by Omer Bartov, Hitler’s Army (Ox.UP, 1992).
Bartov uses Wehrmacht disciplinary records to demonstrate the small percentage (but large number) of CTs tried by court martial and shot throughout the Nazi occupation of France, as they murdered, maimed, raped, even fucked the cows and horses in the fields when the mood grabbed them. Sometimes worse. But you get the idea.
In the Russian war, however, the (strict) Wehrmacht disciplinary code was not applied at all. No record survives of a single trial there, let alone punishment, for serious or psycopathic abuse of civilians. So the CT ethos (or lack of) metastasized to the point of predominance. Making it a diabolical race war against the civilian population even worse than the one with the Russian armed forces.
If your country doesn’t have a Wehrmacht penal code it probably has a well thought out legal system, and/or a constitution.
A national Troop is not a Troop of CTs, but it can be infected and turned into one readily enough. Those who can prevent it and keep the Troop human are those who control information and penal institutions. Media, officer corps, legal profession. Beware the rising CTs among the latter three who infect their professions, and seek to control them from the top. They are those who condone, excuse, mitigate or ignore CT atrocities, for any reason at all. They’re good at dreaming up reasons.
